The Construction of Illicit Tobacco Trade Index
Tobacco smoking costs the lives of at least eight million people annually, and is compounded by the presence of Illicit Tobacco Trade (ITT). To address this, tackling ITT together with progressive taxation and supply-side regulations are important interventions to decrease the burden caused by smoking. This study constructed an ITT index covering 160 countries across the world to capture the multi-dimensional nature of ITT and help governments measure these enabling factors holistically to identify the appropriate policy response.
