Identifying Challenges to Controlling Illicit Tobacco Trade in Singapore
A qualitative analysis of stakeholder submissions to the 2018 Public Consultation on Standardized Packaging
WHO-FCTC Guidelines encourage parties to the FCTC to eliminate the effect of promotion on the sale of tobacco products by considering standardized packaging. Singapore has implemented this by implementing the Tobacco Control of Advertisements and Sale Appearance, Packaging and Labelling Regulations 2019 in 2020. This study aims to examine potential challenges to Singapore’s implementation of standardized packaging through a systematic content analysis of the 2018 public consultation process ran by the country’s Ministry of Health. It also aims to contribute to a stronger evidence base on Illicit Tobacco Trade (ITT) and industry interference in Southeast Asia, focusing on Singapore specifically.
